3.2.10: The institution evaluates the effectiveness of its administrators, including the chief executive officer, on a periodic basis.
Narrative:
The University of Texas (UT) at Arlington evaluates all employees on a regular basis. According to UT System Rules and Regulations of the Board of Regents, Series 31101, it is the responsibility of the Executive Vice Chancellor to review the president of each institution on an annual basis. [1] Series 31101 also states that it is the responsibility of the president to evaluate vice presidents and deans. Presidential performance evaluations are presented to the Board of Regents during their August meeting each year. President Spaniolo’s last performance evaluation was presented at the Board’s August 9-10, 2006 meeting. [2] The complete presidential review process is outlined in UT Arlington’s response to Comprehensive Standard 3.2.1. [3]
Annual Review:
According to the UT Arlington Handbook of Operating Procedures (HOP), Section 2-252, all academic administrators are evaluated annually, as annual reviews provide an opportunity for administrators to improve future performance. [4] Areas of performance include: (a) general management, (b) internal relations, (c) external relations and (d) strategic planning. Administrative supervisors use one of two standardized evaluation questionnaires to evaluate administrators annually: (a) Questionnaire for Administrators Responsible for Faculty Units or (b) Questionnaire for Administrators Responsible for Non-Faculty Units. [5] The administrative performance period runs from March to February.
Periodic Review:
In addition to the annual review conducted by one’s immediate supervisor, administrators are subject to a cyclical periodic review that involves an evaluation by a Periodic Review Committee that may include faculty, staff, students and external representatives. Periodic reviews are based on the following table:
| Reviewee |

Periodic and annual review procedures are outlined in the HOP, Sections 2-253 [6] and 2-254. [5]
Control Self-Assessment:
Administrators are also assessed on their adherence to University policies. Institutional Compliance distributes an annual Control Self-Assessment [7] to department administrators and requires those administrators to certify their compliance with various University policies and procedures. In accordance with UT System policy, general compliance training [8] is provided annually to benefits-eligible employees. |
